מה זה פלייסמייקינג בשבילך?

"התערבות במרחב ציבורי אשר מתוכנן ומיושם באמצעות הקהילה, ומייצר השפעה על בעלי העניין של המקום, כמו אזרחים, עסקים, בתי ספר ועוד. ללא האינטרס והמעורבות של האזרחים לא תהיה שום עשייה. עבורי, ישנם שני מקומות שהם פוטנציאל למיקום: 1) שטחים ציבוריים מוזנחים ולא מנוצלים. 2) יצירת מרחב ציבורי חדש דרך הפלייסמייקינג. שניהם מהווים הזדמנות ליצירת מקום קהילתי ".

טארק מסביר שישנם שלושה היבטים שיש להתחשב בהם ולפעול בתהליך יצירת המקום:

א) בירור מי היא הקהילה שמשפיעה ושמושפעת מהמקום.

ב) המיקום עצמו.

ג) תכנון חכם ומתאים.

כל שלושת קווי הפעולה צריכים להילקח בחשבון כדי שהעבודה תהיה מתאימה וברת קיימא. "זה מה שלמדתי מהעבודה במזרח ירושלים. בסופו של דבר כל פרויקט הוא ייחודי ".

מה התפקיד שלך בפרויקטים הללו? "אני יוזם. אנשים חולמים בגדול אבל הם צריכים מישהו שינחה אותם ויעזור להם להגשים את החלום בחיים האמיתיים".

על מנת להפוך את הפרויקט למוחשי, טארק רואה את עצמו כמנוע של התהליך. הוא בין היחידים במזרח ירושלים שעובד על כל ההיבטים של פלייסמייקינג- עבודה קהילתית, תכנון, השתתפות ציבורית ועוד.

באופן כללי, כאשר הוא מתחיל פרויקט חדש עם קהילה, הוא מראה להם כמה רעיונות ופרויקטים שקרו ברחבי העולם וגם פרויקטים מקומיים במזרח ירושלים. אלו רעיונות שניתן ליישם בקלות עם לא הרבה הוצאות. התהליך פותח את לבם של האנשים ואת המחשבה להרבה רעיונות שונים, וזה גם מראה להם שדברים יכולים להיעשות בזול ובמהירות.

עבודה עם הקהילה במזרח ירושלים היא ייחודית מאוד ויש לה מאפיינים רבים. יש היבטים רבים המשפיעים על המעורבות של הקהילה, בעיקר הפוליטיקה, אך גם נושאים חברתיים וכלכליים.

אתגרים: כאשר טארק מסתכל על כל המשתתפים השונים בתהליכים הקהילתיים שהוא היה חלק מהם, אולי 5% היו גברים. רוב המשתתפים הן בעצם משתתפות. היה שמח לראות יותר נערים וגברים רוצים לקחת חלק בתהליכים הקהילתיים, לצד השמחה שנשים רבות משתתפות.

אתגר מרכזי נוסף הוא העובדה שהפרויקט ממומן על ידי עיריית ירושלים. זה נושא רגיש מאוד במזרח ירושלים ושאלות שקשורות למימון הפרויקטים הללו מאתגרות אותו לעתים. סוגיה נוספת היא ונדליזם. זה משהו שקורה בכל מקום, אבל במזרח ירושלים זה נושא מרכזי, כי הסיבות לפגיעה בפרויקטים הן בעיקר סיבות פוליטיות והאנטי-נורמליזציה שנוכחת במרחב המזרח ירושלמי.

כמו כן, רוב האנשים שעובדים עם טארק הם מתנדבים, ומתנדבים עוזבים בסופו של דבר. לדעתו של טארק פתרון טוב הוא לחשוב כיצד המיזמים הינם ברי קיימא גם לאחר עזיבת הצוות שהקים. בנוסף, טארק שואף שיקום צוות מקצועי שיוביל את הפלייסמייקינג במזרח ירושלים, כי התהליכים שם לוקחים יותר זמן, יותר תקציב ויותר עובדים.

רגעי שיא: "כשאני רואה אנשים שהולכים ליד אתר פלייסמייקינג ואז הם באים אלי והם אומרים איך הם מתרשמים מהתוצאה, בעיקר מאנשים שמעולם לא הלכו באותם אזורים לפני, אבל עכשיו הם כן, זה מאוד מחזק. רגע משמעותי נוסף עבורי הוא כשאני הולך או נוהג ליד הספסלים שהקמנו ליד הספרייה, ואנשים, גם בני נוער, ממש יושבים שם וקוראים ספרים, אני מרגיש מאוד גאה ומאושר. כאילו עשינו משהו, שינינו דברים. זה חיוני לזכור כי לא היו ספסלים בכל השטח לפני. זה שינוי גדול ".

מסר לחולמים: "כל אחד יכול לעשות את זה. אבל צריך אנרגיה ותשוקה, כדי להמשיך להילחם על החלום שלך שיתגשם. תמיד להמשיך לנסות ולא לוותר. נתקלתי בכל כך הרבה מכשולים בדרך, אבל ניסיתי וניסיתי עד שהצלחתי לבסוף. זה הכול

What is placemaking for you?

“Public space that can be designed and be implement through community and influence stakeholders of the place, like citizens, businesses, schools and more. Without the citizens interest and involvement there will be no placemaking”.

“for me, there are two places that are a potential for placemaking: 1) public spaces that are neglected and not used. 2) creating a new public space through the placemaking. Both of them are an opportunity for creating a place for community gathering”.

Tareq explain that there are 3 aspects that needs to be consider and involved in the placemaking process:

a) Who is the community, who’s involved and affected by the placemaking?

b) The location.

c) Smart and fitting planning.

All three action lines need to be considered in order to work in a smart way and to reach sustainability. “This is what I’ve learned from working in east Jerusalem. In the end of the day each project is unique”.

What is your “role” in this kind of projects? “I’m an initiator. People dream big but they need someone to guide them and help them to make the dream come true in real life”. 

In order to make the project more solid, down to earth and sustainable, Tareq sees himself like the engine of it all. There are few people that combine all aspects of placemaking together in East Jerusalem- community work, planning, public participation and more. In general, when he starts a new project with a community, he shows them as many ideas and projects that happened around the world and also local project in East Jerusalem. This are ideas that can be easily implemented and with not a lot of expenses. This process opens the people’s mind and heart to a lot of different ideas, and it also shows them things can be done cheaply and in a fast way.

Working with the community in East Jerusalem is very unique and has many characteristics. There are many aspects that influence the involvement of the community, primarily politics, but also social and economic issues.

Challenges: When Tareq look back on all the different participants in the community processes he was part of, maybe 5% were man. Most of the participants, by large numbers, are women. For him it is a challenge to bring more man, from all ages, to take part in these processes.

Another major challenge is the fact that this project is funded by the Jerusalem Municipality. This is very sensitive issue in East Jerusalem and sometimes Tareq needs to go around different questions that people ask regarding the funding of this projects. Also- vandalism. It’s something that happens anywhere, but in East Jerusalem it is a big issue because the reasons for vandalize the projects mainly are political reasons, and the anti-normalization movement.

Another thing, most of the people Tareq works with are volunteers, and volunteers leaves in the end. A good solution for that is always to consider how to make these projects sustainable after we all leave, in addition there is a need to build a professional team that will lead the placemaking in East Jerusalem or we can call it all small interventions in the city.  There need to be a realization that working in East Jerusalem takes more time, more budget and more workers.

Moment that you are proud of? “When I see people that walks next to a placemaking sight and then they come to me and they’re saying how they are impressed from the outcome, especially from people that never used to walk those areas before but now they want to.

Another beautiful moment for me is when I’m walking or driving next to the benches we put next to the library, and people, also youth, actually sits there and read books, I feel very proud and happy. Like we actually did something, changed things. It’s crucial to remember that there weren’t any benches in the entire area before. It’s a big change”.

A message to the dreamers: “Anyone can do it. But you need energy and passion, to keep fighting for your dream to come true. Always keep trying and don’t give up. I encountered so many obstacles along the way, but I tried and tried until I finally succeeded. It’s all about team work; me and many others. I highly believe in ‘cooperation instead of competition’. finally, work has to proceed and hope is always there!”.
